ESX and QBCore - the two roleplay frameworks - will not start without a database. If you are building on either of them you need it; if you want a bare server for your own resources, you do not. You can turn it on later from the panel without buying again.
You generate the cfx.re license key yourself, free, at keymaster.fivem.net, and paste it into the panel: it is tied to your account and to the server's IP, so we cannot hand you one. Until you paste it, the server stays installed and stopped.
